1. There have been additional developments beyond this proposal in recent days. The Graduate School has announced plans to move the graduate program in Applied Economics from the Graduate School to AREC. Sherm has indicated that as part of this move, a recurring budget transfer of funds from the Economics program in CLA to AREC has been approved. Brenda McComb has reported that funding for the graduate program will come from the central administration and the COF. Kate Hunter-Zaworski has indicated that a review of these developments by the Faculty Senate committees is needed. The Provost has asked for thoughts on how transitions of interdisciplinary programs from being housed in the Graduate School to being self-sustaining should be carried out. The BFP group discussed these matters and has the following recommendations: (a) Since the current proposal (82674) contains a number of incorrect statements about the possibility of transferring the Applied Economics graduate program to AREC, it needs revision to reflect the current situation. (b) We suggest that, in this case and in similar cases, that the general principles suggested by the University Budget Committee for MOUs transferring departments from one college to another college be applied. They are: (1) a complete picture of the unit finances before and after the transition with plans for unit growth be given with sources of funding being indicated. (2) a complete inventory of any agreements, written or verbal, concerning faculty, tenure, employment, etc. be given and (3) in the case of interdisciplinary programs, a resolution of the oft troubling (but not very significant) question of how the funds generated by faculty teaching interdisciplinary courses are divided. This latter prescription will be arbitrary and contested but will hopefully stop the seemingly endless squabbling about this issue.
